The Telecommunications Division delivers telecommunication infrastructure solutions to utilities, local and state government agencies and the commercial wireless industry. Primary Purpose:
Functions as a technical lead supporting the advancement and maintenance of processes & procedures for the 3-GIS fiber design tool. The 3-GIS Technical Lead will report directly to the Telecom Wireline Department Manager. Under general direction, the 3-GIS Technical Lead will develop and apply advanced techniques to ensure that the 3-GIS tool is being utilized to its fullest extent by our design staff. Will also provide technical guidance as required to 3-GIS designers. Responsible for developing, validating and supporting processes related to the use of 3-GIS.

Principal Duties and Responsibilities:
40% - 3-GIS process improvements
30% - 3-GIS training and support
20% - 3-GIS design production support (as required)
10% - Internal client support

The 3-GIS Technical Lead will report directly to the Telecom Wireline Department Manager. Under general direction, the 3-GIS Technical Lead will develop and apply advanced techniques to ensure that the 3-GIS tool is being utilized to its fullest extent by our design staff. Will also provide technical guidance as required to 3-GIS designers. Responsible for developing, validating and supporting processes related to the use of 3-GIS.

• A thorough knowledge of OSP fiber design
oAbility to utilize survey reports, maps, aerial photography, drawings, and other geographic data for consideration in fiber design
• An advanced working knowledge of the 3-GIS tool
• Knowledge of ArcGIS Server
• 2-3 years of experience doing fiber design with the 3-GIS tool
oConnection manager and network allocations of fiber FDH/FDT, PON, NID, LCP background
• Willing to share knowledge and teach/train others the 3-GIS tool
• Good communication skills, both verbal and written, to communicate lessons learned to the Engineering Manager and the project team
• Identify and communicate challenges and recommend process improvements
• Team Player; reliable and dependable to complete assignments accurately and on time
• Working knowledge/understanding of how to convert data from older data source formats into digital formats
• Ability to facilitate process development/improvement working sessions

Minimum Qualifications:
All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Job Qualifications:
• Typically a minimum of 5 years related work experience.
• Bachelor's degree in engineering technology or sciences preferred or any other degree, specialized training, or experience, that makes the individual uniquely qualified to perform the job responsibilities.
• Industry recognized credentials preferred as needed.
Must Have Skills:
• A thorough knowledge of OSP fiber design
• An advanced working knowledge of the 3-GIS tool
• Knowledge of ArcGIS Server
• 2-3 years of experience doing fiber design with the 3-GIS tool
• Good communication skills, both verbal and written, to communicate lessons learned to the Engineering Manager and the project team
• Working knowledge/understanding of how to convert data from older data source formats into digital formats
• Ability to facilitate process development/improvement working sessions

Preferred Skills:
• Working knowledge of ISP design
• Working knowledge of GIS would be a plus
• Experience or exposure to manipulating data in various GIS systems (3-GIS Web, 3-GIS Mobile, ArcOnline, ArcGIS Desktop)
• 3-GIS Administration
• Familiar with other design software outside of 3-GIS, including, but not limited to: AutoCAD, MicroStation, Google Maps/Google Earth, ESRI, Adobe Acrobat, and the Microsoft Office Suite
• Lives in Kansas City area or be willing to relocate to the Kansas City area for this role
• Some construction knowledge/field experience would be beneficial but is not required
• Understanding of Permit and IFC Engineering deliverables
