Job Summary

The Program Manager manages on behalf of the utility all aspects of a transmission and distribution program.  The Program Manager role includes client relationships, executive management reporting, risk management, cost and schedule performance. Responsible for the day-to-day successful execution of the program management office (PMO) in the areas of planning, reporting, financial metrics, schedule, quality, contractual compliance, and client satisfaction; develops and implements plans for the successful staffing of the PMO; manages and leads medium to large teams of multi-discipline professionals. For the program execution, leads the PMO in coordinating the activities and providing oversight associated with the permitting, engineering, procurement, construction, and commissioning elements, including the activities of all stakeholders and third-party companies contributing to the overall success of the program.

Key Responsibilities

Program Complexity – Manages medium to large utility capital spend projects involving multiple stakeholders and client contractors or partners • Program may include a number of projects at multiple locations or a large linear project over a significant number of miles or a combination of both • Client Management- Obtains new/repeat business on current program or through other client projects; supports contract negotiations with client personnel • Risk Management with Profit & Loss Responsibility - Manages risk impacting staff, price, schedule and client’s overall program success •  Among responsibilities is management of a program team including project managers, engineers, schedulers, cost engineers, permitting specialist, procurement buyers, and construction inspectors.   The individuals comprising the team may vary by program.

Significant travel or temporary relocation to the client office or program location will be required.

Preferred Qualifications

10+ years’ experience in managing transmission, substation or distribution projects with experience in engineer, procure and construct (EPC) projects and service projects varying in size is strongly preferred. Preferred Skills & Competencies:

• Business Development - Foundational - Identifies client requirements. Develops and maintains relationships with clients. Conducts client workshops or group presentations; Writes and presents project estimates and proposals including scope, cost, and schedule according to client requirements and bid processes

• Business Acumen - Foundational - Negotiates contract commercial terms. Manages project budgets, costs, and receivables; Manages contracts and legal issues; Analyzes and reports health metrics as a basis for improvement; Applies knowledge of policies and regulations to project scope; Builds relationships with key stakeholders. Applies value creation

• Execution - Foundational – in coordination with client requirements, utilizes B&V project management methodology including, project initiation, planning, execution, monitoring & control, and closeout to direct the program. Manages changes and risk on scope, cost, schedule, quality, and safety of the B&V team based on available resources and client requirements; Oversight on constructability and procurement. 

• Leadership - Foundational - Communicates clear expectations, goals, and vision; Manages performance of direct reports. Motivates, coaches, and mentors professionals. Delegates project work. Practices behaviors supporting diversity and inclusion; Manages conflict and collaboration to achieve results

Bachelor’s Degree in Engineering, Construction Management, or Business Required.  MBA or PMP certification preferred but not required.

Minimum Qualifications
9+ years in a senior project and/or program management role; PM, EM, Planning, Project Controls, etc. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
