Job Summary

The Regional QIE Lead is responsible to implement the BV Quality Management System within assigned region.  This includes, but is not limited to audits, procedures, process management, performance metrics, ISO 9001 Certifications and continuous improvement initiatives. Participate in proposal development efforts.  Works with the regional leadership to assess quality trends within the region and implements appropriate improvements and strategies.  Most regional QIE professionals are direct reports. Assists BV Ops QIE Leader with key quality information for evaluating and determining strategic actions and objectives within the company.

Key Responsibilities

  • Administers the company’s overall QMS policies and processes to meet client and market sector expectations in assigned region.  Works with other Quality & Innovation Excellence Leaders to ensure consistency with the requirements defined within the B&V governance structure.
  • Supports regional quality effort on proposals and projects; implements quality program process improvements; assists regional market sector leads on project quality approach and scope.
  • Supports internal and external audits and root cause analyses to ensure adherence to quality processes and ensures results meet defined objectives.
  • Oversees regional supplier surveillance execution, project quality management, engineering quality assurance activities, and field quality control project execution.
  • Administers the enterprise global quality monitoring system for tracking and trending project and process execution performance.
  • Assist Value Creation and support IE methodologies and tools to meet the needs for continuous improvement (including Business Process Management, Lean Principles and Six Sigma) within region.
  • Works with the Regional Ops Leader on various operating plans for establishing goals and commitments for quality management services within the region, including quality assurance and quality control functions.
  • Coordinates with the QIE Leader in establishing, developing, implementing, administering, and monitoring policies, operating instructions, procedures, guides, practices, methodologies, and tools for the region; ensuring that established requirements are enforced appropriately, and noting exceptions as appropriate; provides suggestions and recommendations for changes to the QIE Leader. #LI-RK1

Key Responsibilities(Cont)

  • Ensures team is following all safety, aspire, ethics/compliance, and DEI policies, operating instructions, and procedures.
  • Manages QA, SQS and FQC resources within region and assigns quality staff to support projects.
  • Responsible for having a thorough knowledge of the Quality Management System. Has input to quality aspects of the region's quality strategy.
  • Periodic travel will be required.

Management Responsibilities

Under the guidance of the QIE Leader, the Regional QIE Lead is responsible for managing implementation of company's QMS, procedures and Quality professionals. Accountable to meet the region's QIE resource needs, training all QIE personnel in the region, and to support successful execution of the QMS. Ensures that the audit and surveillance program is implemented.  Make quality program execution decisions within the bounds set by applicable policies, procedures, and contractual commitments.  May manage up to approximately 15 direct reports.  May be assigned hiring, discipline, and pay administration of their direct reports.

  • Skilled in the application of principles and practices of quality management systems, codes and standards.
  • Capable of maintaining ISO 9001-2015 Quality Management Standard accreditation
  • Knowledgeable in EPC and Services quality execution
  • Experienced in techniques and practices of quality auditing
  • Skilled in benchmarking, communicating metrics and problem-solving skills
  • Knowledgeable in Inspection and Test Plans and shop surveillance activities
  • Fundamental skills in lean principles, six sigma and process improvement (Green Belt)
  • Codes and Regulations pertaining to industrial facilities design and construction.
  • Construction inspection, tests, and methods.
  • Ability to understand instructions; reason and make good judgments; verbal, numeric, and spatial aptitudes; perception of detail in verbal or tabular materials; analytic and problem solving abilities; precision; memory; initiative and the ability to work with Black & Veatch staff, contractor, and client representatives. The nature of the work may be fast paced.
  • Ability to direct the work of others, provide objective feedback regarding performance.  Ability to address disciplinary matters and implement an ongoing professional plan for assigned staff.
  • Ability to estimate, measure, and compute volumes of work completed.

Preferred Qualifications

  • Bachelor’s degree in engineering, Management, Quality or Business required; Master’s degree preferred.
  • Minimum 15 years prior progressive quality management or other applicable experience, including previous assignments in a related industry.
  • Training:  Quality Management Systems Training and Consulting; Six Sigma Green Belt qualified; extensive knowledge of ISO 9001:2015 implementation principles.
  • Certifications: American Society for Quality (ASQ) Certified Quality Auditor and Certified Manager of Quality/Organizational Excellence (CQM O/E) (desired); certified in Nondestructive Testing Techniques (desired). Active member of ASQ (desired). Six Sigma Green Belt (preferred).

Minimum Qualifications

4 year degree in Engineering, Management, Quality or Business required. Minimum 18 years prior progressive quality management or other applicable experience, including previous assignments in a related industry. Certifications

American Society for Quality (ASQ) certification as Manager of Quality/Organizational Excellence (preferred); Certified Quality Auditor: ISO and NQA-1, as appropriate; Certified Project Manager; member of the project management institute.

Work Environment/Physical Demands

Normal office environment; may include heavy industrial construction exposure. Occasional physical work conditions: Capable of walking 5 miles and climbing stairs to 300 foot height; walk, climb stairs, ladders, move in/out of vehicles; lift or move up to 25 pounds; supplier or construction site environment has frequent exposure to vibration and loud noise, and occasional exposure to airborne particles, toxic or caustic chemicals, slippery uneven walking surfaces, and risk of electrical shock.
