Job Summary

Electrical Commissioning Lead is responsible for supporting project Pre-Commissioning, Commissioning, and startup operations from the home office/Virtual and will transfer to SHI Geoje Shipyard in South Korea upon commencement of fabrication. Home office activities include developing detailed Pre-Commissioning and commissioning schedules, integrating Pre-Commissioning and Commissioning activities into project schedules, Execution Readiness Preparation, preparing electrical testing procedures/plan during the engineering phase of a project, and support engineering effort such as reviewing electrical drawings and vendor prints.

In Korea, the Electrical Commissioning Lead is assigned to the Field Commissioning Organization in a supervisory capacity within the Topside Project Team and is responsible for supervising and directing electrical commissioning activities for the project for successful sail away. You will make day-to-day decisions in support of electrical commissioning progress and make recommendations to Commissioning management regarding policy and procedure. You will be responsible for review of the project design and recommendation of changes to design so that project is safe and operable. Receives operational surveillance, administrative supervision from Commissioning & Startup manager.

Key Responsibilities

  • Ensures that Black & Veatch is compliant with local/national safety codes, requirements, and standards within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of Pre-Commissioning, Commissioning and Start up activities. Actively participates in safety programs.
  • Establishes and maintains contacts with client, supplier, regulatory bodies, project management, engineering, and field personnel. Represents Pre-Commissioning, Commissioning & Startup on project teams as assigned.
  • Supervises, coordinates, and reviews the work of assigned engineers, schedules and assigns work to meet completion dates.
  • Performs employee reviews and identifies training and development opportunities for staff within area of responsibility.
  • Provides technical guidance or at times overall project startup supervision and assigns work to project startup Electrical engineers, technicians, crafts, and others who are performing specific assignments.
  • Coordinates between project engineering, construction, specialty staff groups, clients, and vendors.
  • Inputs to project management, engineering, and construction to ensure commissioning and startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.

Key Responsibilities (Cont)

  • Plans, schedules, conducts, or coordinates detailed phases of Pre-commissioning, commissioning, startup, operations, or maintenance for a project, including reviews of designs for plant operability and safety and jobsite precommissioning and startup as directed. Performs work that involves conventional practice but may include a variety of complex features such as conflicting requirements, unsuitability of conventional methods, or difficult coordination requirements.
  • Establishes and implements plans, instructions, procedures, and work process improvements to ensure the safe, timely and economical delivery of Pre-Commissioning, Commissioning and Start up activities to meet project requirements.
  • Integrates interdisciplinary schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the contractors and others to coordinate work sequences with the total project plan.
  • Ensures permanent plant materials including spares are stored in accordance with specifications and project requirements.
  • Prepares and maintains Electrical spares for Commissioning and Startup. Monitors Pre-Commissioning, Commissioning and Startup spares usage on the site and prepares Field Material Requisitions for permanent plant material to ensure productive commissioning, start up and operations activities.

  • Prior to mobilization to shipyard, produce, review, or finalize the following documentation:
    • Scope Systems
    • Detailed Schedule sequence
    • Develop detailed Electrical Commissioning & Startup schedule.
    • Electrical Pre-Commissioning and Commissioning procedures
    • Assist in population of System Completions Database
    • Develop Inspection and Test plans.
    • Spares Philosophy / Finalize vendor spares list
  • Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
  • Establishes and maintains contacts with client, supplier, regulatory bodies, project management, engineering, and field personnel.  Represents startup on project teams as assigned.
  • Monitors technical service representative (supplier) daily logs related to electrical commissioning and reviews/approves their timesheets.

Preferred Qualifications

  • Bachelor’s in Engineering preferred or Equivalent experience
  • MUST have previous experience in field Electrical Commissioning on a large-scale project.
  • MUST have 5-10 years of experience as a Electrical Commissioning Lead and Preferred candidate will have overall at least 10-15 years’ experience.
  • Preferably worked on  LNG, FLNG, FPSO projects is preferred.

Physical Demands:
• Lift and carry heavy items weighing up to 50 pounds. 
• Stand, Kneel, Bend, Stoop, Move, and Walk long distances in and around confined, cluttered places, and uneven areas.
• See and hear naturally or with correction.   
• Full range of motion and flexibility consistent with requirements of the job duties. 
• Requires using hands to handle, control, or feel objects, tools or controls according to a set procedure. 
• Requires repetitive movement. 
• May require work above 5 feet in height.
• Climb and maintain balance on steel framework, stairs, ladders and scaffolds. 
• Work up to a 12 hour shift doing hard physical labor in varying temperature extremes and other outside conditions.

• Requires working in cramped work spaces and getting into awkward positions. 
• Requires working in very hot (above 90 F degrees) or very cold (below 32F degrees) temperatures and exposure to inclement weather such as dust, wind, snow, rain, etc. 
• Requires working in extremely bright or low lighting conditions 
• Includes exposure to sounds and noise levels that are distracting or uncomfortable. 
• Work around hazardous equipment.
• Typical office environment.
• This position is considered a safety sensitive position.
