This position is for the direct management of our Craft and Staff associated with the construction of Substation, Transmission, and Battery Energy Storage (BESS) projects in the Southeastern Region (VA,NC,SC,GA,FL). Manages construction open-shop craft and subcontractor work activities associated with the construction of site development, drilled piers, and foundation projects. Experience associated with installation of drilled piers, pile installation, slab on grade, spread footers, Control Building foundations, Structural Steel, Transformer Pad & Containment. Participates in project proposals, including the estimate development for the Civil Scope of work for Substation, BESS, Transmission Line projects. Involved in training and mentoring site supervision and craft associated with civil work activities. May lead one or more small to mid-sized transmission line construction projects simultaneously. Experience in Substation, Transmission Line, & BESS including safe working practices associated with working in the proximity of exposed energized electrical equipment. Ensures schedule and project expectations are clearly defined to Subcontractors and craft supervision. Ensures schedule requirements are communicated to all levels of craft & staff discipline. Coordinates technical interpretation of technical requirements and specifications. Provides technical data and information as required to subcontractor supervision or construction engineers. Ensures compliance by subcontractor and workforce to all standards, procedures, and contractual commitments within the bounds of all applicable policies.
Key Responsibilities
Acts as liaison between offices for all construction related matters for projects in portfolio. * Coordinates the timely appointment, mobilization and demobilization of staff and craft resources with project managers, project directors, other operations managers, and resource managers. * Develops construction execution plans for proposals CRBs and monitors and enforces updating strategy and contents during execution. * Review, revises and provide input to the construction management and construction indirect plans (CMCI) selections, and schedule. Review and revises standard operation procedures and construction work packages for projects in portfolio. Monitors, and enforces compliance of construction execution plan, standard operation procedures, client construction specifications and construction work packages. * Review, revises, participate and provide inputs to construction estimates and construction schedule based on the project execution plan and project strategy. Active participant on CRB discussions. Reviews labor surveys, reviews subcontractor estimates & execution plan. * Review, Revises, and provide input to the selection of construction equipment to execute the work safely. Monitors and enforces equipment schedule to control cost and prevent PGM erosion. Reviews, monitors, and enforces the preventive maintenance of construction equipment while on site and before demobilization. * Performs formal constructability reviews, mobilization, demobilization, and other execution gateways for projects in portfolio. Participate of safety in design reviews to ensure the scope can be safely constructed and operated. * Allocate hours to scalable material management and control on site. * Notify and seek approval from project managers before authorizing expense reports that include construction materials or equipment charged to a P-card. Notify field procurement to ensure that a requisition with the proper charge codes have been created for the noted expenses. * Champions and support staff to engage in continuous improvement activities. Monitors, and ensures compliance with site quality control and assurance program, monitors, and enforces compliance with leading safety indicators goals, and environmental inspections. Proactively participates of safety and environmental score cards and formal quality audits, monitors, and enforces closure of action items from score cards and audits. Document and communicates lessons learned. * Monitors construction productivity, and schedule. Support project managers and estimators to develop construction cost and schedule related to change orders. Advises project managers and project controls about scope of work deviations or different work conditions. Participate of weekly productivity and FPMS monitoring meetings to detect production issues a soon as possible. * Keeps Department and Human Resources Department involved and informed as required. Enforces and interprets division and department policies, standards, and procedures. * Adheres to employee code of conduct, safety, and quality standards as applicable to duties and accountabilities. Identifies and assesses improvement opportunities which will add value. * Provides supervision, training, development, and performance management of direct reports. Mentors, coaches, and supervises field project managers or construction managers or superintendents appointed to manage project sites. Monitors and enforces compliance with mandatory training on site, Blueprint and PREP. Coordinate disciplinary action for personnel discipline issues or poor performance. * Travels to site frequently (Startup,20%,40%,60%,80%, Mechanical Completion) to monitor progress, and to support project team during formal quality audits, safety and environmental score cards, safety stand downs, performance, and productivity issues.
Preferred Qualifications
Preferred Skills: Direct hire Open-shop foundation and drilled pier construction experience required. Bachelor's degree in construction or engineering and Transmission Line Craft experience as lineman and above preferred. Should have 8+ years with a degree or 14+ years without degree, of Civil Construction experience associated with Substation & Transmission Line projects. Experience in rock drilling and wet holes. Knowledge of project budget process and tools. Knowledge of department budget process and tools. Knowledge of Project controls. Risk & Hazzard assessment/management. Administrative policies and procedures. Construction Project Management Systems. Conceptual planning ability. Conflict management skills. Leadership ability (team building, coaching, mentoring, change management, advising). Multi-tasking ability (prioritize, organize, schedule work). Presentation skills. Expense reporting policies and procedures. Bilingual/Spanish speaking is preferred.
Minimum Qualifications
Bachelor's degree in engineering or construction or equivalent relevant experience. 10-20 years of construction operations experience, based on assigned area of operations. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
