Black & Veatch are hiring a senior subcontracts professional to lead our subcontracts function in the EMEA region.  Primarily focused on the UK, Spain and UAE markets, there is potential for other countries to fall under this remit in the mid to long term, as Black & Veatch continue to grow.

 

Based in our Glasgow, UK office where you will work alongside a subcontracts administrator, this role will build our capability locally, with continued support from our global subcontracts team and complementing our on-site, project specific subcontracts professionals. 

 

Bringing a wealth of expertise in the EPC/EPCM subcontractor market, and experience of large-scale energy infrastructure projects, this an excellent opportunity to build and develop an exceptional subcontracts function that will be key in the success of multiple large projects in the region. 

 

This role will:

•    Develop a pool of key subcontractors that can be leveraged across market sectors
•    Lead the process of identifying, vetting, and recommending potential subcontractors in support of business needs
•    Establish subcontractor performance indicators (cost, quality, schedule and safety); measure and report performance against goals
•    Track and understand market trends for subcontracted trades.
•    Support in the mitigation of project risk by building strong partnerships in the subcontractor community to ensure fluid communication, quality execution and expedited dispute resolution.

Key Responsibilities

•    Project setup of subcontract related activities.
•    Manages Subcontracting program for major projects 
•    Monitors project subcontract budgets and schedules (i.e., man-hours, cost, milestone durations, etc) and aligns to subcontract budgets and goals.
•    Manages the establishment and/or monitoring of subcontract goals for a project.
•    Participates in/leads meetings for the project, representing the Subcontracts department.
•    Resolves subcontracts issues to maintain schedule and mitigate risk for the project.
•    May lead proposal / estimating efforts for a major project(s) and become involved in early negotiations with long lead subcontractors, prior to project release.
•    Manages the subcontract development process including bid list preparation, solicitation of requests for proposals, and evaluating, negotiating and awarding of subcontracts.
•    Leads negotiations for subcontracts. 
•    Understands the Owner's contract and incorporates appropriate scope-specific flowdowns into Subcontract agreements. 
•    Ensures Subcontractor compliance with prequalification requirements

Minimum Qualifications

  • Bachelors degree in Supply Chain Management, Business, Technical / Engineering, Construction Management or related field preferred
  • Substantial relevant experience - typically 7+ years. Significant experience in UK required, Europe and Middle East are also beneficial
  • Construction industry knowledge and typical subcontracting elements (pricing structures, T&C's, scopes of work).
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Qualifications

•    Advanced understanding of subcontract and procurement processes
•    Experience resolving complex commercial terms and conditions issues and other commercial issues through collaboration.  
•    Advanced knowledge and understanding of commercial terms and conditions.  
•    Strong understanding of Project Process Management
•    Experience of energy infrastructure projects in the UK
•    Current, detailed knowledge of UK subcontractor market and trends
