Job Summary

Black & Veatch has an exciting opportunity for a Planning and Water Resources Leader focused on stormwater planning and design, flood control, asset management, coastal resilience, water quality and integrated wet weather planning throughout the State of Texas.  This opportunity will allow the right candidate to build on recent wins and continue to expand market share across the State. 


Within our North American Planning and Water Resources Business, we have seen consistent growth driven by our clients’ needs to address challenges stemming from repetitive flooding and wet weather.  We anticipate an increased focus on integrated stormwater planning, holistic watershed management, large scale conveyance projects like tunnels and canals, flood management and planning, and coastal solutions as Local, State and Federal agencies work to reduce repetitive loss damages and provide better overall community resilience.  This role represents a strategic business focus for Black & Veatch, and the Planning and Water Resource Leadership position is focused to grow the company’s market share as well as a world class team to serve this need.

Key Responsibilities
  • Lead business development efforts across the State of Texas through the identification, capture, and execution of the following services:
    • Planning and/or design of stormwater improvements, including open channels, canals, tunnels, storm or combined sewer systems, and stormwater detention/retention facilities.
    • Planning and/or design of flood mitigation improvements, including dams, levees, reservoirs, and pump stations. 
    • Planning and/or design of coastal resilience solutions both with local entities as well as with the USACE and FEMA.
    • Scenario planning efforts for CSO, SSO, stormwater, flood control, and TMDL compliance projects
    • Oversee the application of sophisticated collection system, watershed and receiving stream H&H and water quality models
    • Planning and/or design of green infrastructure and sustainable watershed measures, including structural BMPs.
    • Erosion and sediment control planning and design, including SWPPP development.
    • Regulatory compliance and permitting efforts for USACE, FEMA, and other environmental permit submittals. 
  • Interface with innovative stormwater, water quality, and planning partners to leverage new technologies and approaches for the benefit of our clients
  • Support the growth and development of the Texas Based Planning and Asset Management Team.
Management Responsibilities
Preferred Qualifications
  • 15+ years of water resources planning and design experience
  • Experience with business development and team building
  • Experience developing and executing water resource/H&H/stormwater planning and design projects
  • Have proficiency with some or all of the following applications and models
    • HEC-RAS
    • HEC-HMS
    • InfoWorks
    • EFDC
    • CFD
    • ArcGIS
    • Cityworks, Lucity, or other Asset Management/CMMS systems
  • Experience with regulatory requirements and procedures
Minimum Qualifications
Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing. Minimum of 8 years related work experience. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Most positions - depending on the nature of work performed as defined by the division - will typically require incumbents to have professional registration or licensure in their designated home office country, or be in active pursuit* of such registration
