Job Summary

The IT Program Manager position will be assigned to the Black & Veatch CIO Office PMO to achieve documented technical and business objectives of assigned programs and projects and ensure proper governance.  Acts as the Program Manager and/or Scrum Master leading all activities throughout the Project Life Cycle for those programs and projects. The IT Program Manager role will be comprised of both Technical and Agile Project Management as well as Business Analyst activities to ensure collaboration and consistent project execution.

Key Responsibilities

The IT Program Manager is responsible for planning, leading, organizing, and motivating project teams to ensure successful delivery execution with proper governance. The goals are to: achieve a high level of performance and quality; and deliver projects that provide exceptional business value to users.

The IT Program Manager will be responsible for managing several concurrent high visibility projects using various BV PMO methodologies including hybrid waterfall/agile methods in a fast-paced DevSecOps environment that may cross multiple business divisions. IT Program Manager will be expected to use good judgment and skill to develop a project management approach that is suitable for planning and managing the effort to achieve the project goals within designated project constraints. The IT Program Manager will also be expected to use a high level of knowledge and experience in blending traditional project management principles and practices when appropriate with a development approach in the right proportions to provide the right balance of agility and predictability.

Program Governance:

  • Promotes standardized processes, methods, templates, reporting, etc., across global projects.
  • Performs project financials tracking and reporting.
  • Participate in various periodic PMO governance meetings including Monthly Project Reviews.
  • Basic system and user administration of Service Now PPM and Azure DevOps tools. (or similar toolsets)

Project Planning and Program Management:

  • Responsible for onboarding vendor Project Managers and ensuring governance process adherence.
  • Defines project scope and schedule while focusing on regular and timely delivery of value.
  • Organizes and leads project status stand ups and working meetings.
  • Prepares and distributes progress reports.
  • Manages risks and issues and corrects deviations from plans.
  • Demonstrates proactive project management to avoid projects going off track; If a project becomes at risk or off track the IT Program Manager develops and tightly manages a corrective action plan to ensure the project is brought back on track.

Team Building:

  • Promotes empowerment of the team and ensures that each team member and key stakeholder is fully engaged and adding value in the project and making a meaningful contribution.
  • Encourages a sustainable pace with high-levels of quality for the team.
Key Responsibilities

Agile Team Management and Product Owner Support

  • Assists in team development while holding teams accountable for their commitments
  • Ensures roadblocks to their work are removed.
  • Performs release planning and delivery sprint planning for assigned projects.
  • Facilitates ceremonies and project retrospectives.
  • Leverages organizational resources to improve capacity for project work; mentoring and development of team members.
  • Supports the Product Owner in managing customer expectations for project backlog and deliverables.

Process Management and Continuous Improvement:

  • Manages a well-defined project management process and champion ongoing process improvement initiatives to implement best practices for BV PMO Methodologies (Waterfall, Hybrid and Agile-DevSecOps).
  • Provides thought leadership and initiative to encourage continuous improvements to the processes and business outcomes.
Management Responsibilities
Preferred Qualifications
  • Experience overseeing multi-function project teams with at least 10-15 team members including Product Owners, Developers, Business Analysts, IT Operations, UX/UI and QA Personnel.
  • Experience working with vendors and off-shore resources.
  • Balanced business/technical background:
  • Sufficient level of technical background to provide highly-credible leadership to development teams and to be able to accurately and objectively evaluate complex project risks and issues, testing scenarios and requirements or user stories.
  • Ability to provide leadership to business analysts and collaborate with customers and develop strategies and solutions that will create high business value to ensure delivery of desired   outcomes and realization of the value expected.
  • Experience with Release Management in a DevSecOps environment.
  • Experience with Time and Material (T&M), Fixed Fee (FP), Milestone based, SLA/Risk/Reward based project/program execution.
  • PMI PMP, PMI ACP; or CSM certification or equivalent preferred.
  • ITIL knowledge preferred.
Minimum Qualifications

BA, BS, or MS graduate, but may include individuals who have had previous experience within other functional areas.


  • A proven track record of successfully implementing IT projects that may include software application implementations, infrastructure or custom development technical projects using Waterfall or Hybrid Agile and DevSecOps methodologies.
  • 5+ years of experience as a Project Manager / Program Manager / Scrum Master managing large, complex projects in a high-tech development environment with multi-function teams.
  • Solid understanding of software development life cycle models as well as expert knowledge of Hybrid (WaterScrumFall) Agile-DevSecOps and traditional Waterfall project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment.
  • Business analyst experience demonstrating excellent requirements management across multiple projects.
  • Prior experience with SCRUM/Agile methodologies with enterprise-level application development projects.
