Job Summary

Management of all project commissioning and startup activities in accordance with the Critical Path Method (CPM) schedule and within the established startup budget. Has authority to allocate resources and make startup, commissioning, and testing decisions in accordance with Division Policies, Standards, Guides, and Contractual commitments.

Key Responsibilities

Provide resident Commissioning and Completion services as Owner’s Engineer (OE) . Supervise team of OE’s start-up engineers to accomplish following activities -

  1. Adheres to safety and quality standards as applicable to duties and accountabilities
  2. Monitor the process of construction completion turnover to startup, startup turnover to operations, and final turnover to the client.
  3. Decide, discuss and monitor priorities and activities of startup staff
  4. Review, discuss and monitor a detailed startup schedule and detailed set of startup packages to track Startup completion and progress, Coordinates the daily activities effecting and involving startup
  5. Develop, manage and maintain open communications and relationship with the client
  6. Review the testing, commissioning, completion and startup procedures, QA/QC documentations, plans and schedule, and assist technically (as required) with EPCC Contractor, Company and Grid Operator (SESCO).
  7. Verify and witness the proper calibration of all test instrumentation in accordance with the EPCC Contract or relevant Local and International requirements. Verification of the correction curves in accordance to the EPCC Contract.
  8. Monitor and guide discipline commissioning engineers, operations supervisors, commissioning technicians, LOTO/Turnover coordinators
  9. Review and monitor controls processes for spares, consumables, outstanding work, and material deliveries
  10. Verify and check that all components and equipment are installed correctly and complete prior to testing, commissioning and startup. Monitor the individual equipment and sub-system test.
  11. Review QA/QC, Performance Test Inspection / Witness / Survey, Punch list, Non-Conformance reports on support on the development of appropriate Testing, Commissioning, startup and completion certifications, including Computerized Commissioning & Completion Management System.
  12. Coordinate and monitor the start-up operation of the whole plant, guarantee test / performance test in compliance to PPA requirements and EPCC Contract (ensure TOC conditions are met).
  13. Review and certify the EPCC performance test report and utilization against any performance shortfall Liquidated Damages.
  14. Compile claim list of any defects, failures or shortcomings and develop remedial measures to be undertaken by EPCC as needed.
  15. Assesses and supports the change management effects associated with the implementation of improvements
  16. Provides technology transfer through supervision, training, development, and performance management opportunity to commissioning and Operation staff.

Management Responsibilities

Preferred Qualifications

  • Experience: 10 years minimum as Commissioning Manager (or similar position) role with at least 2 combined cycle power plant (CCGT) experience (as a Commissioning Manager).
  • Sarawak CIDB Green Card
  • Bachelor's in Engineering preferred

Minimum Qualifications

7+ years of startup experience, including one previous assignment as startup manager. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Physical Demands:
• Lift and carry heavy items weighing up to 50 pounds. 
• Stand, Kneel, Bend, Stoop, Move, and Walk long distances in and around confined, cluttered places, and uneven areas.
• See and hear naturally or with correction.   
• Full range of motion and flexibility consistent with requirements of the job duties. 
• Requires using hands to handle, control, or feel objects, tools or controls according to a set procedure. 
• Requires repetitive movement. 
• May require work above 5 feet in height.
• Climb and maintain balance on steel framework, stairs, ladders and scaffolds. 
• Work up to a 12 hour shift doing hard physical labor in varying temperature extremes and other outside conditions.

• Typical construction site environment:  
• Requires working in cramped work spaces and getting into awkward positions. 
• Requires working in very hot (above 90 F degrees) or very cold (below 32F degrees) temperatures and exposure to inclement weather such as dust, wind, snow, rain, etc. 
• Requires working in extremely bright or low lighting conditions 
• Includes exposure to sounds and noise levels that are distracting or uncomfortable. 
• Work around hazardous equipment.
• Typical office environment.
• This position is considered a safety sensitive position.
