Job Summary

Black & Veatch Special Projects Corp. (BVSPC) provides services to the United States Army Corps of Engineers, Defense Threat Reduction Agency (DTRA) and other Department of Defense (DoD) clients. We also provide services to non DoD government clients such as the U.S. Bureau of Reclamation and FEMA.  Our organization is seeking a full-time Project Manager with experience as a mid to senior-level engineer and/or project manager with experience in Civil Works to include the areas of planning, feasibility studies, detailed design, construction management and cost estimating for design-build and design-bid-build projects.

Manages all aspects of Civil Works project delivery to include: identification and pursuit of a civil works opportunity pipeline, manage existing AE IDIQ contracts, manage team of task order managers, leads execution of task orders, and interacts with and manage clients..  Responsible for the day-to-day successful execution of contracted engineering, procurement, and construction scope in the areas of performance, financial metrics, planning, schedule, quality, contractual compliance, safety, and client satisfaction. Provides for the successful staffing of the project. Manages and leads teams of multi-discipline professionals. Coordinates and integrates the activities associated with the engineering, procurement, construction, and startup elements of the project team, including the activities of all third party companies contributing to the initiative. 

Key Responsibilities

The Project Manager will be responsible for the following duties and responsibilities:
• Day-to-day successful execution of contracted engineering, procurement, and construction scope in the areas of performance, financial metrics, planning, schedule, quality, scope, risk, contractual compliance, safety, and client satisfaction.
• Author and review technical documents, reports, and proposals.
• Develop project specifications and produce/review design plans and details for moderate to complex designs.
• Evaluate qualifications of subcontractors and oversee and/or manage field operations with a focus on minimizing and mitigating risk.
• Direct, coordinate, and delegate assignments to staff engineers, scientists, technicians, drafters, and other project-specific personnel.
• Manage and effectively organize multi-disciplinary project teams in multiple locations and work collaboratively to achieve results, provide leadership and direction and identify and resolve issues.
• Mid to senior-level engineering and technical review support for projects.
• Support of business development efforts, including preparation of proposals and client interaction.
• Obtain new/repeat business on medium size projects; supports contract negotiations with client peers.
• Manage risk which may include implementing fixed price engineering, new technology(ies), and new clients.
• Support and deliver technical presentations to the client.
• Travel required, as required per project, up to 25%.

Management Responsibilities
Acts as a project manager. Among responsibilities is management of a project team. The individual comprising this team may vary by project.
Preferred Qualifications
  • Bachelor's degree in Architecture or Engineering Field (or equivalent degree if education is outside of the United States)
  • 5 years of experience managing engineering services and construction projects with at least 10 years of overall experience.
  • Master's Degree preferred, but not a requirement.

 Experience working with the U.S. Army Corps of Engineers both CONUS and/or OCONUS strongly preferred.

• Experience with common engineering workflows
• Proficiency with Microsoft Office suite
• Strong mathematical and analytical skills
• Interpersonal/human relations, organizational, and problem-solving skills

• High initiative with an ability to work with minimal supervision
• Ability to identify potential quality issues early and to drive quality in project teams
• Strong project and contract management, data interpretation, engineering design, and technical writing skills

Minimum Qualifications

Bachelor of science degree.

Preferred applicant should have a Professional Engineer (P.E.) license or equivalent in good standing. Project Management Professional (PMP) certification is a plus, but not required. Must be able to obtain PMP within 6 months of hire.
