Job Summary

The role of IT Program Manager will comprise of program/project management (~50%) and quality management (~50%). The IT Program Manager position will be assigned to the Black & Veatch CIO Office PMO to achieve documented technical and business objectives including all aspects of the planning, monitoring, development, quality assurance and implementation of assigned programs and projects and acts as a single point of contact for those programs and projects. Takes programs and projects from original concept through final implementation. Defines high level business requirements and objectives for translation into detailed work plans, schedules, cost estimates, resource plans, and status reports. Schedule and conducts meetings and is responsible for proactive project monitoring, tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Facilitates technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of project performance issues. Will ensure Projects are completed and project and quality metrics reported from the time they are requested through Project close down. Quality Assurance activities include planning and managing the overall Quality Management strategy and collaborating with the cross-functional teams to ensure consistent project execution.

The IT Program Manager will be responsible for driving the planning, execution and tracking of a major cloud transformation effort that spans multiple functions across financial business processes.  In this position, the IT Program Manager will manage the global Oracle Cloud Financials “Procure to Pay” transformation program and lead the transition, maintenance and administration of the organization's financial systems to the Oracle Cloud platform. Responsibilities will include tracking, controlling and reporting progress for the Oracle Cloud Financials transformation projects within the overall program working in close collaboration with external vendor and internal teams, defining the testing approach along with how the team will achieve it.  Ensuring all development tasks meet quality criteria through test planning, test execution, quality assurance and issue tracking. Ensure the team is focusing on automation along with manual testing.

Key Responsibilities

Program Governance:

  • Participate in various periodic PMO governance meetings including Monthly Project Reviews (MPR)
  • Basic system and user administration of CA PPM Clarity and Azure DevOps tools (or similar toolsets).

Project/Program Management:

  • Perform pre-project/program readiness check (requirements, environment, resources, contract, quality checks, etc) and approve initiation.
  • Project/Program Lifecycle Management with Outcome focus in a Global Delivery Model using Waterfall, Agile and DevOps methodologies.
  • Proactively Identifies and manages issues and risk resolution for Cost, Quality, Schedule, People on an ongoing basis.
  • Coordinates and monitors various QA processes including quality checks, system testing and user acceptance testing activitie

Quality Management:

  • Responsible for defining QA strategy, approach and execution in development projects to implement strategies for quality management and testing.
  • Assess the quality of specifications and technical design documents to ensure timely, relevant and meaningful feedback.
  • Provide on-going ownership of testing current solutions and identifying deficiencies for both manual and automated testing efforts.
  • Provide technical expertise in Test Automation, Testing Methodologies, Testing Processes, Tools and Techniques across the teams.
  • Identify quality assurance process bottlenecks and suggest actions for continuous improvement.
  • Ensure the project/program technical teams adhere to the principles, guidelines and best practices of the QA strategy as defined.
  • Provide continued focus on QA improvements around testing tools, testing techniques, automated and agile testing.
  • Drive the development and maintenance of the quality methodology, framework and standards as well as enforce technical and testing standards.
  • Responsible for monitoring of all the QA activities, test results, leaked defects, root cause analysis and identifying areas of improvement as well as implementing steps required to improve the processes.

Management Responsibilities

Minimum Qualifications

BA, BS, or MS graduate, but may include individuals who have had previous experience within other functional areas.


  • Typically 5+ years in Project & Program Management / Project Portfolio Management, IT Demand Management processes, Project planning/scheduling
  • SDLC waterfall, Agile and DevOps methodologies.
  • Experience with ERP systems and with Oracle or SAP Cloud implementations preferred.
  • Experience with QA Testing systems and tools using agile testing methods.
  • QA Management experience across multiple projects, off-shore and in-house managing testing functions with large and complex activities and processes.
  • Time and Material (T&M), Fixed Fee (FP), Milestone based, SLA/Risk/Reward based project/program execution.
  • PMI certification preferred.
  • CMMi 5, ITIL knowledge preferred.

Preferred Qualifications

  • Bachelor's Degree in Finance, Accounting or Information Technology is preferred
  • Experience with Oracle EBS Suite and with leading the implementation of core Oracle Financial modules (EBS / Cloud)
  • Experience with Test Automation Frameworks and be able to provide leadership and technical expertise within Test Automation and Quality Assurance
  • Knowledge of both U.S. and International accounting standards and processes
  • Understanding of ERP systems (e.g. Oracle, SAP) and industry standard Procure-to-Pay, Order-to-Cash, Financials and Payroll business processes
  • Understanding of out-of-the-box configuration capabilities to address business needs
  • Experience in managing vendor relationships
  • Knowledge in key scheduling and control processes
  • Knowledge in cloud transition planning and monitoring
  • Excellent leadership, communication, listening, understanding and problem solving skills


PMI certification a plus.
