Job Summary

The Telecom Quality Manager is accountable for developing and implementing Telecom policies and procedures in the Telecom business to fulfill the mission of the Telecom Quality Management System, branded as Execution Excellence. The Telecom Quality Manager is also accountable for ensuring that procedures are in place to support successful execution of Black & Veatch Telecom projects.

Key Responsibilities

• Monitors and ensures project adherence to business and corporate policies and procedures, and alignment with company goals and objectives; monitors and reports on the effective implementation by projects of Telecom policies, manuals, standards, procedures, requirements, and guides.  Plans, develops, implements, monitors, evaluates, and makes recommendations for change (if necessary) to Project Quality Plans.
• Represents projects to clients in all matters concerning the quality of the projects.
• Identifies gaps and potential changes in procedures that affect project operations.
• Develops the annual Telecom audit schedule and leads or participates in independent internal and external process and compliance audits/assessments. Monitors results to ensure closure of any corrective actions issued to projects during audits.
• Participates in and conducts independent internal project and compliance audits, assessments/ surveillances.
• Reviews, analyzes, and evaluates supplier and subcontractor activities, products, and reports for adherence to the Project Manager.
• Conducts QMS orientation training and other QMS standard training courses for the business. Identifies training needs, develops materials when needed, and coordinates training programs for Telecom professionals.
• Implements Safety, Quality, Lessons Learned, and Performance Management in accordance with Telecom procedures.
• Reviews contract, and referenced quality documents, identifies any new quality related requirements not defined within the scope of the B&V Telecom QMS.
• Review and/or verify supplier quality management system manuals and other supporting procedures and documents meet stated QMS requirements.
• Conducts performance reviews, goal setting, and mentoring for assigned staff. Develops appropriate training programs for quality team.
• Assigns quality staff to project teams and supervises all activities in their support of projects.

Management Responsibilities
Supervises work of others. Responsible for hiring, discipline, and pay administration of their subordinates.
Preferred Qualifications

Required Skills:
• Communicates clearly and concisely, both orally and in writing; interacts professionally with various levels of Black & Veatch professionals, contractors, client representatives, and the public; maintains detailed records
• Experience in the development and implementation of an effective Quality Management System Solving quality product problems
• Ability to perform project trend reviews and make recommendations for improvement
• Bachelor’s Degree in Engineering, Management, Quality, or Business
• Trained Auditor
• Periodic travel will be required.
Preferred Skills:
• Certified Quality Auditor (CQA)
• Knowledge of ISO 9001:2015 requirements, Quality Management Systems, Six Sigma principles
• Knowledge of principles, practices, techniques, and theories of quality process auditing
• Techniques relating to quality assurance and quality control programs and procedures
• Computer applications
• Coaching skills
• Engineering, design, procurement, and construction principles
• Project management principles, practices, and methods
• Construction inspection, tests, and methods
• Ability to understand instructions; reason and make good judgments; verbal, numeric, and spatial aptitudes; perception of detail in verbal or tabular materials; analytic and problem-solving abilities; precision; memory; initiative and the ability to work with Black & Veatch staff, contractor, and client representatives. The nature of the work may be fast paced.

Minimum Qualifications
4 year degree or equivalent management experience in Engineering, Management, Quality or Business required. Minimum 12-15 years prior applicable work experience in quality or program management. Supervisory skills. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred:  American Society for Quality (ASQ), Certified Quality Manager and Organizational Excellence (CQM O/E), and Certified Quality Auditor (CQA); Six Sigma Green Belt and active member of ASQ.
