The Opportunity

The Federal Project/Program Director will function in a project and program leadership capacity on Department of Defense contracts, with particular emphasis on NAVFAC and USACE programs. In this role, you will have the opportunity to:

•    Manage a portfolio of multiple Federal IDIQ contracts and associated Task Order projects, as well as stand- alone contracts.
•    Mentor and lead project managers assigned within your program portfolio.
•    Provide significant contribution to the growth of our NAVFAC and USACE programs through new/repeat opportunities.
•    Supports many aspects of Business Development in a “seller doer” role with an emphasis on client satisfaction and repeat business.
•    Actively leads Black & Veatch’s participation in the Federal CPARS contractor evaluation system which is key to qualifying for future work with all Government entities. 
•    This position provides ample opportunity to coordinate with other B&V Federal offices and to coordinate with other Black & Veatch Business Units. 
•    Key contributor to the growth and development of a newly established office location.
 
Please note: This role requires significant travel across the Indo-Pacific region as needed to project and client sites, and other internal/external functions. When not travelling, this role will be hybrid: 2 days per week remote, 3 days per week in-office out of a newly established Honolulu, HI location. 
 
This position supports Black & Veatch project work with the U.S. Federal Government. As a result, U.S. citizenship is a requirement.

Typical client base includes Department of Defense (DOD), United States Army Corp of Engineers (USACE) and many private companies in the Federal arena where Black & Veatch frequently teams for project execution in joint venture (JV) roles or utilizes a sub/prime contracting arrangement. 
 

Key Responsibilities

•    Manage Indefinite Delivery Indefinite Quantity (IDIQ) A-E services contracts.
•    Manage or oversee the management of medium to complex engineering projects involving multiple clients or partners, and potentially requiring global resources.
•    Manage multiple clients and/or projects and contributes to specific new business objectives. 
•    Contribute to and support strategy for growth in Indo-Pacific region.
•    Obtain new/repeat business on medium to complex projects; supports contract negotiations with other client personnel. 
•    Manage risk which may include fixed price, new technology, non-domestic markets or new clients.
•    Contribute to the growth of the new office location through efforts related to recruiting, onboarding, training and/or mentoring of new staff.
 

Preferred Qualifications

The ideal candidate will have prior experience in both pursuing and managing facilities and infrastructure projects for DOD and/or other Federal agencies/entities, including developing qualifications packages, negotiating fixed price task orders, understanding and implementing Federal Acquisition Regulations (FARs), executing and invoicing cost plus and fixed price task orders, delivering both full design projects (design-bid-build) and design-build requests for proposals (RFPs), and Early Contractor Involvement (ECI) or other potential procurement options. This role will:
 
•    7+ years experience leading A/E projects/teams associated with the U.S. Department of Defense missions 
•    Bachelor of Science Degree in Engineering or Architecture
•    Licensed Professional Engineer or Registered Architect 
•    Experience with NAVFAC and USACE is required
•    Experience working with a variety of Federal, State, and Local agencies, as well as, an expanded network of local A/E subcontractors and teaming partners
•    Security Clearance
 

Minimum Qualifications

  • Bachelor’s degree or equivalent experience.

Work Environment/Physical Demands

Typical office environment, typical construction environment, extreme weather conditions, high noise level, safety hazards (electric currents, working on scaffolding and high places, exposure to chemicals), atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation).  Sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods of time, lifting or carrying up to 40 pounds.
