Job Summary

To respond to a plentitude of pilot and commercial opportunities, the Growth Accelerator seeks a Proposal Manager to join the team and support pursuit opportunities across initiatives such as Advanced Transportation, Next Gen Agriculture and Innovative Housing and Health Solutions.  Working with business and account leads, the Proposal Manager will be responsible for preparation, assembly, and submittal of assigned proposals. Accountable for assisting in completion of the proper risk reviews for assigned proposals and facilitate with the Capture/Project Manager the reviewal of cost estimates and commercial / technical exceptions with the proposal team. Provide proposal management support to other Proposal Managers when have the bandwidth to assist. Proposals may range in scale and scope from consultative engagements to engineering services to full EPC.

Key Responsibilities

  • Leads the proposal effort on assigned proposals based on the Proposal Development Process guidelines that support proposal best practices and APMP principles.
  • Engage in capture planning process and contribute to bidding strategy development
  • Participate in proposal plan and schedule development
  • Develop proposal plan, schedule and proposal compliance matrix and fulfill requirements throughout the proposal development effort
  • Assist in the development of narratives and storyboards to include writing, proofing, editing, re-write efforts and developing graphic concepts. Leverage and re-use current proposal boilerplate content; work with Proposal Coordinator(s) to collaborate on production, assembly, and delivery of assigned proposals
  • Ensure Capture/Project Manager participation in the proposal process including active participation in the project execution plan and review of critical commercial terms of the contract
  • Serves as liaison with client’s procurement team
  • Coordinate and participate in Proposal Review Board meetings, as required for internal approvals
  • Assist the Capture/Project Manager, in the follow-up of proposal review action items, in addition to the alignment of cost assumptions and RFP clarifications
  • Leads in the coordination and integration of reviews by legal, contracts, insurance, finance, treasury, and tax support groups for assigned proposals
  • With input from the Capture/Project Manager, coordinate proposal sourcing, procurement and estimating planning sessions to include the development and application of global sourcing strategies, supplier and subcontractor alliances, and bid tab reviews
  • With the assistance of the Proposal Coordinator(s), maintain re-use libraries and ensure accuracy of current information
  • Tracks assigned prospects and proposals within the CRM system and updates and reports the status of those proposals. Serves as CRM Manager including updating, tracking, and responding to opportunities
  • Active implementation of proposal process improvements, incorporation of lessons learned and cost reduction ideas, and analysis of market intelligence of competitors
  • Implements Safety, Quality, Ethical Standards, in accordance with Company Policies, Standards and Guides

  • Bachelor's Degree in Marketing, Communications, English or Engineering preferred
  • Strong technical knowledge of industry • Understanding of financial metrics including project gross margin, revenue, and overhead costs (Business Acumen)
  • Commercial/business knowledge of contracts
  • Excellent communications/human relations skills (written, verbal, client service)
  • Ability to sell in growth industry markets such as Next Generation Agriculture, Advanced Transportation & Innovative Housing and Health • Strong negotiating skills and persuasive skills (Negotiating)
  • Good writing skills 
  • Ability to interface with diverse personalities
  • Strong problem-solving skills (identify, analyze, research, evaluate, resolve) (Problem Solving)

Minimum Qualifications

Experience:  7+ years of project or proposal experience.
