The Regional Manager of Construction – EMEA is responsible for providing leadership, oversight, and strategic direction for all construction activities across Europe, the Middle East, and Africa. This role leverages extensive experience in the contracting and construction markets to develop and enhance field capabilities, skilled resources, work processes, and project execution strategies. The successful candidate will uphold the organization’s high standards while delivering quality outcomes that serve the needs of clients and local communities.
Key Responsibilities
Construction Strategy & Execution
- Utilize deep industry knowledge to develop and refine construction and field capabilities, work processes, and project execution plans.
- Provide technical and operational oversight for all construction projects across the EMEA region, ensuring alignment with company standards and client expectations.
- Manage construction performance, work practices, budget adherence, schedule control, and safety standards.
- Support the development and implementation of standardized field instructions, construction manuals, and operational best practices.
- Lead project execution on various delivery models including EPC, CM, FEEDs, any other construction needs and services.
Operations & Resource Management
- Allocate, manage, and when necessary, direct field and jobsite resources and operations in accordance with laws, regulations, and company policies.
- Oversee site operations for projects involving on-site owner’s engineer support, embedded Black & Veatch professionals in client offices, and complex program management structures.
- Maintain responsibility for cost control systems, performance metrics, and reporting frameworks across regional projects.
Leadership & Administration
- Lead hiring, training, career development, and performance management of regional construction personnel.
- Oversee the integration, mentorship, and advancement of construction staff.
- Ensure compliance with safety, quality, and regulatory standards in diverse regional environments.
- Collaborate closely with other departments, clients, and stakeholders to ensure seamless project delivery.
Management Responsibilities
Preferred Qualifications
- Certificate III, Diploma, or equivalent technical qualification with extensive field experience; apprenticeship or trade background highly valued.
- Minimum of 20 years of construction experience, including roles as Site Manager and Operations Manager for major construction operations.
- Proven experience in construction estimating, cost control, scheduling, and performance reporting, including familiarity with committed cost and cost-to-complete analysis.
Minimum Qualifications
- Bachelor's degree in engineering or construction or equivalent relevant experience.
- 10-20 years of construction operations experience, based on assigned area of operations.

Physical Demands:
• Lift and carry heavy items weighing up to 50 pounds.
• Stand, Kneel, Bend, Stoop, Move, and Walk long distances in and around confined, cluttered places, and uneven areas.
• See and hear naturally or with correction.
• Full range of motion and flexibility consistent with requirements of the job duties.
• Requires using hands to handle, control, or feel objects, tools or controls according to a set procedure.
• Requires repetitive movement.
• May require work above 5 feet in height.
• Climb and maintain balance on steel framework, stairs, ladders and scaffolds.
• Work up to a 12 hour shift doing hard physical labor in varying temperature extremes and other outside conditions.

• Requires working in cramped work spaces and getting into awkward positions.
• Requires working in very hot (above 90 F degrees) or very cold (below 32F degrees) temperatures and exposure to inclement weather such as dust, wind, snow, rain, etc.

• Includes exposure to sounds and noise levels that are distracting or uncomfortable.
