Job Summary

Construction lead in managing and overseeing the project CM teams, and reporting to City Senior Construction Manager and Leadership.  Responsible for successful execution of the construction and start-up management of the project and overall program.   Provides leadership to the project staff and all organizations on site.  Directs staff in the daily/weekly planning process.  Functions as a representative for Black & Veatch in all interactions involving the Owner and Contractor.  Advises the City’s Senior Construction Manager as needed on all aspects of managing the construction of large and complex water/wastewater projects. Implements Black & Veatch standards and procedures, develops project specific procedures and allocates resources, and makes decisions in support of project strategies. 

Key Responsibilities

Responsible for developing the Construction Management Plan specific each project. 

Reviews and refines the Construction Management Plan as the project progresses. 

Collaborates with all client management levels to define resource requirements.

Provides general oversight regarding construction of the project, leading and directing the Project CM Team, and administering the Construction Contract by assuming a leadership role in all the following tasks: 

  • Ensures conformance to established policies, procedures, business processes and applicable regulatory/agency requirements.
  • Reviews and manages quality plans to assure all construction work is completed in conformance to the Contract Documents.
  • Reviews and manages environmental compliance requirements and procedures.
  • Manages schedules, costs, and change orders.
  • Develops and updates the project’s construction risk register including identification of major issues and risk and offers proposed solutions for the client to consider.
  • Provide guidance, direction, and consistency regarding approval all Construction Change Orders.
  • Determines and recommends when contractual action is necessary against a Contractor and elevates all such issues to the Client. 
  • Provides oversight of team preliminary approvals of schedule submittals, monthly updates, and baseline revisions. 
  • Provides oversight of team reviews of all submittals and RFI questions and responses.
  • Facilitates and manages weekly construction progress meetings with Project CM Team and Contractor, and special meetings as required. 
  • Provides oversight of required shutdowns, testing, start­up and commissioning activities, and manages project closeout activities. 
  • Directs implementation of project quality assurance procedures and is responsible for ensuring that the established level of quality is achieved.

Management Responsibilities

Supervises work of others. Responsible for hiring, discipline, and pay administration of their subordinates.

Preferred Qualifications

Prefer 7-10 years program management 

Prefer 15 years of prior work experience on large public works capital infrastructure projects and/or programs

Prefer knowledge of delivering heavy civil projects from design through construction as well as familiarity with environmental and permit compliance

Minimum Qualifications

5+ years experience on similar projects in construction management role with a Bachelor's degree. 

 

8+ years experience with 3 years at superintendent level or above on large projects, or in construction management role on smaller projects without a Bachelor's degree.

• Lift and carry heavy items weighing up to 50 pounds. 
• Stand, Kneel, Bend, Stoop, Move, and Walk long distances in and around confined, cluttered places, and uneven areas.
• See and hear naturally or with correction.   
• Full range of motion and flexibility consistent with requirements of the job duties. 
• Requires using hands to handle, control, or feel objects, tools or controls according to a set procedure. 
• Requires repetitive movement. 
• May require work above 5 feet in height.
• Climb and maintain balance on steel framework, stairs, ladders and scaffolds. 
• Work up to a 12 hour shift doing hard physical labor in varying temperature extremes and other outside conditions.

• Typical construction site environment:  
• Requires working in cramped work spaces and getting into awkward positions. 
• Requires working in very hot (above 90 F degrees) or very cold (below 32F degrees) temperatures and exposure to inclement weather such as dust, wind, snow, rain, etc. 
• Requires working in extremely bright or low lighting conditions 
• Includes exposure to sounds and noise levels that are distracting or uncomfortable. 
• Work around hazardous equipment.
• Typical office environment.
