Primary Purpose:
Position will provide Civil Engineering design support on FEMA disaster relief projects in Hurricane affected areas in the U.S. U.S. Citizenship required.

Principal Duties and Responsibilities:
Must have experience developing Damage Description and Dimensions (DDDs), with the accompanying Scope of Work (SOW). Must have comprehensive knowledge of all components that are required in the development of a thorough and complete project worksheet. Knowledge using an array of cost estimating tools from RS Means, Cost Estimating Format, FEMA, State, or Local Cost codes and other cost data as appropriate. Specialist should be well versed in review and analysis of technical reports with an eye towards an applicant’s participation in the PA program. As such, technical specialist should have a comprehensive grasp of the PA program, as well as the governing documents under which the program is delivered- Stafford Act, 44CFR, 9500 series. In addition, specialist should be familiar with FEMA’s laws, regulations and policies governing repair, replacement and hazard mitigation. These specialists will assess the vertical or horizontal construction of a project.

Minimum Qualifications:
Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing. Minimum of 5 years related work experience All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Job Qualifications:
Must have a professional registration, a degree in Civil Engineering and a minimum of ten (10) years of experience in engineering management of disaster response and recovery operations or a degree in Civil Engineering and fifteen (15) years of experience.

Intermediate knowledge of engineering design principles and applicable design guides and standards related to assigned engineering discipline.
