The Opportunity

Black & Veatch is seeking an exceptional strategy leader to help shape the long-term direction of its Technology, Industrial & Governments sector, led by Jim Moos, within a 100% employee-owned global infrastructure company. Working closely with the Chief Strategy Officer, the TIG sector president, and senior sector leaders, the Director of Enterprise Strategy will lead high-impact work across sector strategy, portfolio choices, capital allocation, growth priorities, market entry, strategic partnerships, and capability investment. 

 

This is a high-visibility role for a leader who combines the structured problem-solving and analytical rigor of a top strategist with practical understanding of U.S. utility markets, regulatory environments, infrastructure investment cycles, and client buying behavior. The Director will address consequential questions across power delivery, grid modernization, distributed infrastructure, data centers, advanced manufacturing, integrated facilities, mission-critical infrastructure, and federal agencies while helping build the strategy capabilities and talent required for Black & Veatch’s next stage of growth. 

 

Unlike a traditional advisory role, this opportunity provides the ability to remain involved from insight through executive decision and implementation. As an employee-owner, the successful candidate will also participate in the long-term value creation that the strategy function helps enable. 

 

This role reports into the Chief Strategy Officer and will lead a defined portfolio of enterprise and TIG-aligned strategy priorities, serving as a primary strategy partner to selected TIG leaders and solution portfolios. The Director will frame strategic choices, develop recommendations, facilitate executive decisions, and establish the roadmap and measures needed to translate those decisions into results across commercial, utility, industrial, technology, and government markets. 

The Team

This role will help determine where Black & Veatch competes, how we allocate resources, and which capabilities we build to strengthen TIG’s leadership in human-critical infrastructure, especially where utility, technology, industrial, and government clients face increasingly complex reliability, resiliency, energy transition, and funding challenges.

Key Responsibilities

  • Enterprise Strategic Planning: Drive the strategic planning cycle by designing portfolio review matrices and prioritizing long term growth initiatives and leading enterprise-wide capital prioritization across the organization 
  • Capital allocation and development: Partner with finance and operational leaders to improve and optimize rigorous capital allocation frameworks, ensuring resources are deployed towards the highest-value opportunities  
  • Market, regulatory, and competitive intelligence: Continuously evaluate U.S. utility market dynamics, regulatory shifts, customer capital plans, federal funding programs, procurement trends, and competitive moves to build evidence-based views of market attractiveness, competitive position, and sources of advantage for TIG’s client-facing markets 
  • Cross-functional execution: Translate strategy into operational reality by leading enterprise change management efforts to align diverse business units  
  • M&A and strategic partnerships: Work closely with inorganic growth teams and TIG leaders to evaluate joint ventures, acquisitions, alliances, federal teaming arrangements, and innovation opportunities that accelerate capability building, solution integration, and market expansion 
  • Player/Coach for driving complex quantitative analysis: capable of building complex models from scratch while possessing the architectural intuition to audit a junior team’s work (scenario / sensitivity modeling, TAM, pricing pools, etc) 
  • Executive Stakeholder Engagement: Act as a trusted counselor to C-Suite executives, navigating complex organizational dynamics and aligning executive vision for high-stakes decisions within tight timelines  
  • Team Development/Leadership: Lead and develop a team of analyst with varying backgrounds in strategic principles to manage deliverables while creating a pipeline of future talent; expanding and growing skillsets and capabilities. 
  • TIG growth mindset: Serve as a key strategy partner to TIG leadership by identifying growth opportunities across Distributed Infrastructure, Integrated Facilities, Mission Critical, technology, industrial, utility, and government markets; reacting to competitive developments; and prioritizing geographies, clients, and solution areas where BV capabilities are advantaged 

Management Responsibilities

Supervises work of others. Responsible for hiring, discipline, and pay administration of their subordinates.

Minimum Qualifications

  • Bachelor’s degree or equivalent level of professional experience
  • 10+ years of relevant experience
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Qualifications

  • 5+ years of experience at a top tier strategy firm 
  • Market knowledge: Demonstrated familiarity with U.S. utility markets, including transmission, distribution, grid modernization, distributed energy resources, rate cases, regulatory recovery mechanisms, utility capital planning, and major policy or funding drivers affecting infrastructure investment 
  • Masters Degree – MBA or closely related degree 
  • Experience with direct supervisory of a strategy or related team 
  • Deep knowledge and direct experience: Highly prefer practical experience in U.S. power delivery, grid modernization, distributed infrastructure, data centers, advanced manufacturing, mission-critical facilities, federal agencies, or other infrastructure markets served by TIG 
  • Federal contracting familiarity: Preferred familiarity with U.S. federal government contracting, including FAR-based procurements, IDIQ/MATOC vehicles, design-build or progressive design-build delivery models, teaming arrangements, compliance obligations, and agency funding dynamics 
  • Technical Mastery: Recognized expert in developing and applying strategic frameworks, scenario modeling, strategy development, capital allocation structuring, portfolio execution, and enterprise risk management. 
  • Demonstrated ability to use AI-enabled research and analytical tools responsibly to accelerate insight generation, improve strategic analysis, and increase team productivity, while applying sound judgment to source quality, confidentiality, and validation. 
  • Specialist Knowledge Familiarity with PP: Power Generation, construction design markets preferred
