The Opportunity
Black & Veatch is seeking an exceptional strategy leader to help shape the long-term direction of its Fuels & Natural Resources sector. Working closely with senior executives and FNR leadership, the Director of Strategy will lead high-impact work across sector strategy, portfolio choices, growth priorities, market entry, capital allocation, strategic partnerships, and capability investment in municipal and industrial water infrastructure, oil and gas, LNG, mining, advanced manufacturing, and other natural resources markets.
This is a high-visibility role for a leader who combines structured problem-solving and analytical rigor with deep appreciation for the commercial, technical, regulatory, and delivery realities of FNR markets. The ideal candidate brings direct experience in water infrastructure across both municipal and industrial clients, understands the broader FNR value chain, and can translate market shifts—including water scarcity, industrial reshoring, energy transition, LNG demand, decarbonization, and resource security—into practical growth choices for Black & Veatch.
Unlike a traditional advisory role, this opportunity provides the ability to remain involved from insight through executive decision and implementation. As an employee-owner, the successful candidate will also participate in the long-term value creation that the strategy function helps enable.
This role reports into the Chief Strategy Officer and will serve as the primary strategy partner to FNR sector leadership. The Director will frame strategic choices, develop recommendations, facilitate executive decisions, and establish the roadmap and measures needed to translate those decisions into results across water, fuels, natural resources, and industrial infrastructure markets.
The Team

This role will help determine where FNR competes, how the sector allocates resources, and which capabilities Black & Veatch builds to strengthen its leadership in essential infrastructure markets.
Key Responsibilities
- FNR Strategic Planning: Drive sector strategic planning by developing market-backed portfolio priorities, growth theses, and investment choices across municipal water, industrial water, fuels, natural resources, and adjacent infrastructure markets.
- Capital allocation and growth investment: Partner with finance, operations, and FNR leaders to prioritize investment in the highest-value growth opportunities, including capability expansion, geographic focus, delivery models, technology adoption, and targeted inorganic opportunities.
- FNR market and competitive intelligence: Continuously evaluate customer demand, regulatory shifts, technology trends, project delivery models, and competitive dynamics across municipal water, industrial water, oil and gas, LNG, mining, advanced manufacturing, and industrial infrastructure markets.
- Cross-functional execution: Translate strategy into operational reality by leading enterprise change management efforts to align diverse business units
- M&A and strategic partnerships: Work closely with inorganic growth teams to evaluate acquisitions, joint ventures, channel partnerships, technology partnerships, and innovation opportunities that accelerate FNR capability building and market expansion, particularly in water, industrial, oil and gas, and LNG-related adjacencies.
- Player/Coach for driving complex quantitative analysis: capable of building complex models from scratch while possessing the architectural intuition to audit a junior team’s work (scenario / sensitivity modeling, TAM, pricing pools, etc)
- Executive Stakeholder Engagement: Act as a trusted counselor to C-Suite executives, navigating complex organizational dynamics and aligning executive vision for high-stakes decisions within tight timelines
- Team Development/Leadership: Lead and develop a team of analyst with varying backgrounds in strategic principles to manage deliverables while creating a pipeline of future talent; expanding and growing skillsets and capabilities.
- Global FNR growth mindset: Partner with global and regional leaders to identify attractive growth geographies, client segments, and delivery models where BV capabilities are differentiated across water, fuels, natural resources, LNG, and industrial infrastructure.
Management Responsibilities
Minimum Qualifications
- Bachelor’s degree or equivalent level of professional experience
- 10+ years of relevant experience
- All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
Preferred Qualifications
- 10+ years of relevant experience in strategy, infrastructure, industrial markets, water, energy, oil and gas, LNG, or natural resources; or 5+ years of experience at a top-tier strategy firm with substantial exposure to infrastructure or industrial clients.
- Masters Degree – MBA or closely related degree
- Experience with direct supervisory of a strategy or related team
- Deep FNR market experience: Highly prefer practical experience in municipal and industrial water infrastructure, with additional experience across broader FNR markets such as oil and gas, LNG, mining, advanced manufacturing, or industrial infrastructure. Preference will be given to candidates who understand both growth strategy and project delivery realities in complex engineered infrastructure markets.
- Technical Mastery: Recognized expert in developing and applying strategic frameworks, scenario modeling, strategy development, capital allocation structuring, portfolio execution, and enterprise risk management.
- Demonstrated ability to use AI-enabled research and analytical tools responsibly to accelerate insight generation, improve strategic analysis, and increase team productivity, while applying sound judgment to source quality, confidentiality, and validation.
